Tropical Storm Fred develops, heads near Puerto Rico with Florida still inside cone

Tropical Storm Fred became the sixth named storm of the year late Tuesday night and pushed northwest toward Florida after dumping rain on Puerto Rico and the U.S. Virgin Islands, according to the National Hurricane Center.
